Towards the end of Winter Soldier II, fans saw Captain America in a different costume. It was time for final battle with HYDRA and Cap finds out that HYDRA had operated within S.H.I.E.L.D for years. He realises at that moment that it wouldn't be wise to reveal his connections with that agency.
Therefore his decides to shed his stealth strike suit from The Winter Soldier I and steals his own old WW2-era costume kept at the display in the Smithsonian Museum. This costume was similar to his third costue from the First Avenger but with a little different white straps arrangement along with more prominent red stripes on the stomach area.
